Building Codes

Building Permit applications are available at the Town Clerks Office at 8801 Paul Becker Road or at the Public Works Administrators Office at 5 F. Scharbach Drive. Building permits are required for ALL new construction, including but not limited to alterations, additions, signs (temporary and/or permanent), swimming pools, towers/antenna's/satellite dishes, accessory buildings, residential and commercial construction, home occupations and demolitions. All plans submitted with a permit application are reviewed to insure compliance with Building and Zoning Codes prior to issuing the building permit. This department inspects all new construction for compliance with the New York Building Codes and the submitted construction documents prior to issuance of a Certificate of Occupancy as prescribed by New York State and Town of Marcy Zoning Regulatons. Marcy enforces the New International Building Codes with New York Modifications. Zoning Codes

Zoning laws are to protect all residents. We encourage residents to report any violations in order to keep our Town of Marcy neat and clean. The Zoning Ordinance is being updated at this time. The Zoning Officer reviews all permits for compliance with the Marcy Zoning Ordinance. There are cases when a permit has to be denied due to non-compliance with the Zoning Ordinance, or a non-permitted use. Denied permits are referred to the Town Review Panel which consists of the Chairpersons of the Planning Board and Zoning Board of Appeals, and Zoning Officer, who send the applicant to either the Zoning Board of Appeals and /or Planning Board for review and approval. The Town of Marcy has a municipal sanitary sewer system consisting of approximately 90 miles of sewer mains along with 13 sewer lift stations and 41 individual grinder pump stations. Sewer construction began in 1973 and continues to grow. Sanitary sewers serve approximately 80% of the towns' area and 100% is the goal. There are several areas in design stage for future sewer, but demographics play a large part of design. All of the town's sewer is pumped to the Oneida County Sewer Treatment Plant for treatment and disposal. The sewer department consists of 5 personnal Monday through Friday 7:00 a.m. to 4:30 p.m. and are on call 24/7 for emergencies. The Sewer Lift Stations are all self controlled with an auxiliary emergency generator and an automatic alarm phone dialer to announce any failures.
